Yes and no.
Having weights at home offer convenience and you can build muscle, but your exercises may be limited by how much equipment you have. Additionally, as you build muscle and gain strength, you will need to increase resistance (most commonly in the form of weights). One set of dumbells can only offer sonmuch resistance.
Now, it's not absolutely necessary to have weights to build muscle. Many people can build mass by doing body weight exercises (basically p90x). Here's a great website that has all at home workouts. Rosstraining.com.
Not relating to question, but I've noticed that when I had a home bench, I hardly used it, I would just get lazy and not work out. By forcing my ass to the gym, it garuntees that I will work out.
