I remember reading about personality types, specifically the Meyers-Briggs personality types. One type (unfortunately one of the most common types) LOVES RULES. Just for the sake of rules. It's like a security blanket that makes them feel safe. When rules get violated they get [i]extremely[/i] uncomfortable. Even if the rules are totally retarded.
Part of your frame is your fundamental worldview. You argue that things would be better, more effective, everyone would be happier, and they would save money, etc. And you may be right, but what if their frame doesn't think that even matters? Their worldview may be so deathly afraid of "chaos" that following rules for the sake of rules takes absolute priority.
Any reframe has to be at a much deeper level, and it's going to be extremely difficult if it's even possible.
