Go to the UserCP and click on Edit Avatar

I have tried that, but have no option of adding a new avatar, it just tells me that I have none. Here is a screen shot...

My mistake. Custom avatars were disabled. Now they are enabled.

Yes, moderators and administrators had it enabled, but registered members and lounge members didn't. Now registered members and lounge members have it enabled also.
