To change the U.S. Constitution you need 66% of the people(supermajority) to agree on it. This keeps it possible to change it, but not on a whim. And look at the changes that have been made, big sweeping issues. The only goof in there was Prohibition, but it didnt last. Cheers!
Where 100% agreement on anything ,where theres more than a few people, little gets done. Then people get frustrated.
For induction of inner circle, I think a 66% vote of the current members would be good. 50% would allow more people that shouldnt possibly be there.
