Your problem with asking for digits is really simple.
Your game is too short, too compressed. You need enough material to be interesting for 15 minutes AT LEAST in order to disarm her flight responses long enough to volunteer her number.
You need to be able to open and demonstrate value before even THINKING about a number exchange. Cheesy one-liners like "Here's my number, let's share a bottle of wine" are serious AFC stuff. You need to approach on the level of "hey i'm non-threatening and really not even that interested in you," and get that going for 8 to 10 minutes before considering letting her in on the fact that you might be into her.
If you can entertain her and neg her a few times enough to get a handful of IOI's, then you can be sure when you time constraint her "ah shit I was supposed to meet my friends 10 minutes ago," and let her offer you HER number, "what can we do to continue this conversation?", she'll come right out with it.
A real PUA never gives out his number, because only desperate, unattractive girls call guys they just met and who opened them with cheesy "pickup lines". Beautiful women respond to their own attraction, which MUST be created IN them, and which takes more time than the 30 seconds you're giving it.
Allow yourself to develop routines in which you're actually funny, and genuinely interesting, and the numbers will come to you, and you won't have to face your fear of asking for them.
