As far as cost goes, with an apartment there couldn't be a resident because it wouldn't be fair to the others but with a big ass house, there could be residents, both short term and long term. It might be an idea to look around and then decide on the fine points when the costs are properly figured.

Are for as apt vs house, the bigger & nicer the place the more proof you get, so I'd lean toward a nice house. As far as resident/non resident is concerned, I'd point out that if you pay a lot more than others who just want to party there/already have a place to live, then living there is perfectly fair.
You hit on the main question though: how many people would be willing to COMMIT (i.e. sign legal contracts) at what level per month to make this reality? Otherwise, it's just blowing smoke. Personally, I would be willing to drop $200-$250 a month assuming there are 3-4 "events" a month.
There is a lot more to this than just getting a pad. It would need to be furnished, and not with packing crates. It needs to be nice enough that HBs will come back. There would need to be a "social coordinator" responsibility, who plans a regular schedule of events; events would need to be publicized; we would obviously want this place to get known as "the place" to hang to ensure a nice sized population of HBs; maid service to keep the place clean; etc etc etc ad naseum.
There's a reason these things are called "projects". If there is serious interest here, I'll commit at the level I previously stated.
First step: people need to step up and declare at what level they will commit financially; second step: form a committee to make the plan and execute.
If we can't get past step 2, then obviously this is just a cool pipe dream.
