There's plenty of info out there to read.

I took a class in college called Critical Thinking nearly 10 years ago and they taught this concept. But they call it "spin" or "spin doctoring." Obviously it's useful for lawyers, politicians, and media figures to be able to spin/frame.

The law school had more advanced courses.

Pickup gurus started talking about framing, and calling it that, back in 2007ish. Especially guys like Sinn and the Love Systems company. You can get some information there as well.
