Okay put very simple, I want advice on how to deal with a Flakey girl? What I mean is alot of the time when we set something up, she bails, the thing is, she always gives me a good warning in advance, and she's always apologetic. I've teased her a bit about it, but alas she's still flakey.

First all, flakiness is a very strong IOD. If she were interested, she would be making herself available.
Secondly, this is extremely bad behavior and she does not need to be rewarded for this: i.e.

Talking with her
Seeking her out
Asking her out
Calling her
Being available to her
Giving her some of your time

These are consider rewards and women need to earn them. The reason why a woman exhibits this type of behavior is that she knows that she can get away with it and we will still chase after her.
