Ok, so dont be the initiator now. Only text her when she texts you. (which seems as if it's ok for you so far now)

When she does text you, tease her once and then ask "you settled in yet?" This will be an indicator of her comfort level. You be the judge on this.

When you feel that she is comfortable, mention you may be in town and that you want to buy her some waffles, or some pancakes or something else (no coffee) and inform her that you can only spend 30 minutes with her cause you have to jet, and then, if she doesnt flake. Also, just generally speaking, you seem to read way too much into interactions. Quit trying to read between the lines for things that probably are not there. In my opinion, there are only a few IOIs worth a damn:

-She touches you BEFORE she touches you
-She asks you a TON of questions
-She opens her body language to you when you first meet
-She continues calling/texting you without prompt
-She engages in conversations (via any medium) willingly...in other words, she gives you meat in her response for you to continue talking with her
-She starts sucking your cock...

That's about it. Anything else is just you trying to grasp at IOIs that may or may not be there.

I'm not sure I saw more than one IOI, and even then at that age it isn't much to go by.

I agree with this. Though it's not the way to get the girl, I don't think there is a good way to get the girl. Push for the meetup and you'll find out what her real feelings are, which is a good lesson and I think will help the most for you long term.
